If you are reading this, you have been required to secure Sexual Abuse and Molestation (SAM) insurance coverage in order to meet the insurance requirements of a School District or County Office of Education. This is a low cost insurance program specifically designed for vendors who do work for public schools or COE’s. Enrollment onto this policy will satisfy the SAM Insurance Requirements requested of you.

Who We Are

Northern California Schools Insurance Group has partnered with InterWest Insurance Services to develop an affordable Master SAM Policy for School District and COE vendors. Our goal is to protect students and vendors by ensuring all contracted service providers carry a minimum amount of SAM insurance coverage.

Vendor Sexual Abuse & Molestation (SAM) Coverage Summary

For Vendors Working with Public School Districts and County Offices of Education (COEs).

Coverage is provided under a Lloyd’s of London Master Policy 

Key Coverage Details

  • Policy Type: Claims-made
    Coverage applies only if the claim is made while the policy is active and the incident occurred after the retroactive date. Vendors must re-enroll annually to maintain their retroactive date. 
  • Policy Period: July 1, 2025 – July 1, 2026 
  • Coverage Limits: 
    • $1,000,000 per occurrence 
    • $1,000,000 aggregate per school district 
    • $5,000,000 total aggregate (shared by all vendors across all districts) 
    • $75,000 for safeguard costs (e.g., crisis response) 
  • Retention (Deductible) 
    • $25,000 per victim, paid by the vendor, for incidents involving vendor owners or employees
      (There is no separate retention for the school or district) 
  • Primary Coverage:
    This policy is primary to any other insurance coverage the school district or COE may have. 

Premium & Enrollment

  • Annual Premium: $258.25 per vendor (includes California surplus lines tax and stamping fee) 
  • Eligibility: Applies to vendors with 10 or fewer employees working on the school contract.
    Vendors with more than 10 employees must not enroll online—instead, contact Joy Moll at jmoll@iwins.com for customized pricing. 
  • Re-enrollment Required Each Year:
    To maintain your retroactive date (which protects against past incidents), you must re-enroll annually. Claims reported on a date after a vendor discontinues enrollment will not be covered for the vendor. However, coverage for the District or COE will continue as long as the master policy is in place.

Important Notes & Disclosures

  • Vendor Status:
    Vendors are not named insureds, but coverage is extended to enrolled vendors through the policy language. Enrollment does not provide named insured status. 
  • Scope of Coverage:
    Coverage only applies to work performed under contract with a participating school district or COE. 
  • Shared Limits:
    This is a shared master policy. Other vendors’ claims may reduce the available limits.  

    • Vendors coverage is shared with the School District or COE.
    • No return of premium will be issued if limits are eroded.  
    • Notice will be sent to all enrolled vendors and districts if limits are significantly reduced. 
  • Background Check Requirement:
    All vendor employees working on school contracts must undergo criminal background and abuse registry checks 

    • These checks must be completed by the school district or COE before enrollment, or completed by the vendor and evidence provided to the School District or COE prior to enrollment.
    • In the event of a claim, the district and/or vendor must provide proof of these checks for coverage to apply. 
  • Proof of Enrollment:
    Enrollment confirmation is provided via email to both the vendor and the district/COE.  

    • No certificate of insurance (COI) or endorsement will be issued.  
    • A downloadable PDF confirmation will be available for your records. 
  • Multiple Districts:
    If you work with multiple districts listed on the policy and use the same staff, only one enrollment is needed if the employee count is 10 or fewer 

    • However, if different staff are used for different districts and total employee count for the multiple school contracts exceeds 10, contact Joy Moll (jmoll@iwins.com) for pricing to extend coverage to the greater number of employees.  
  • Claims-Made Awareness:
    Vendors must acknowledge that this is a claims-made policy and that failure to re-enroll annually will result in loss of retroactive coverage. 

How to Enroll

Step 1: Click on the Enroll Now Application

Step 2: Complete the Vendor Profile

You’ll be asked to provide: 

  • Company details and type of service provided
  • Vendor and School District or COE contact information 
  • Confirmation of background checks and abuse registry clearance 

Step 3: Select Coverage and Make Payment
Choose the appropriate insurance package based on your service type. Payment is processed securely online. Payment covers your enrollment in the master policy through July 1, 2026. 

Step 4: Receive Enrollment Confirmation
You’ll receive an email that serves as proof of enrollment. Your main contact at the School District or COE will also receive this confirmation.
